A mother in Texas is now in trouble with the law for leaving her baby outside in the middle of the night and not planning to come back. KPRC-TV reported the story..
At around 12:10 a.m. on March 21, a security camera captured a woman walking to a house on Winthrop Lane in southeast Houston while holding a car seat. The woman was crying and talking to a man in a white car.
The woman placed the car seat with the 8-month-old baby boy inside near the house's door and then left in her vehicle. It is believed that the woman was 23-year-old Loretta Faye Norwood, who is now charged with abandoning a child with no intention of returning.
About 40 minutes after leaving the child at the door, Norwood allegedly sent a text message to the child's father, Ismail “Halo” Hailey, instructing him to get the baby from outside. Hailey only saw the message around 8 a.m. and expressed uncertainty about the baby's paternity to the police.
The homeowner, a relative of the baby, found the child outside around 6 a.m. and contacted the police.
The owner informed the police that the child was in good health after being examined at a hospital. The baby is now under the care of a foster family. These details were reported by Fox 26..
Anyone with information leading to the arrest of Norwood is eligible for a $5,000 reward. To provide information, contact Crime Stoppers at 713-222-TIPS or visit www.crime-stoppers.org.
Under Texas’ safe haven law, parents facing difficulties in caring for their child can legally give up the child under specific conditions.
According to the Texas Department of Family and Protective Services, the safe haven law specifies that the child must be 60 days old or younger and must be taken to a hospital, fire station, or emergency medical services facility. The parent should inform an employee at one of these locations about their intention to leave the baby there.

The text message instructed Hailey to retrieve the baby left outside. Hailey only saw the message in the morning and was unsure about the baby's parentage.
