A couple in West Virginia has been charged with neglecting a child after police found a child locked in a bedroom covered in feces and bungee cords.

Authorities also discovered drug-related items in the child’s bedroom. WBOY reported.

A criminal complaint filed against Candace Conrad, 28, and Tony Blosser, 36, stated that troopers were called to the scene after a 911 caller reported seeing a child in the road on a chilly day.

The troopers spoke with the caller and then with Conrad and Blosser, who informed them that the child in question was in a bedroom, which was later found to be locked with bungee cords. The couple led the troopers through their messy and unclean home to the child’s door.

The child had been locked inside the room using a bungee system, according to the troopers.

The troopers found feces on the carpet and walls, and also discovered drug-related items in an open drawer beside the bed.

Conrad admitted to the authorities that she had used a pipe from the drawer to smoke methamphetamine the day before.

The two have been charged with two counts of child neglect and are being held on $20,000 bonds. Law&Crime said.
